A Wake-Up Call for Machakos County MCAs: From Hand-Clappers to Change-Makers

Our beautiful Machakos County, the land of rolling hills, mango trees, and immense potential, is at a crossroads. For too long, we have witnessed a spectacle in our County Assembly that is both tragic and frustrating. We have Members of the County Assembly (MCAs) who were elected to be our champions but have instead become mere "hand-clappers" to the sitting governor or political masters. They are seen as cogs in a political machine, not as the independent leaders our Constitution so carefully designed them to be.
The voters of Machakos
deserve better. They deserve to see their MCAs as architects of progress, not
as political operatives whose only objective is to please their superiors or
agitate for a bigger slice of the budgetary pie. To the MCAs of Machakos, it is
time for a reality check. It is time to drop the rudderless politics and become
the true leaders our county desperately needs.
The 2010 Constitution is
your most powerful tool. It is not a suggestion; it is the supreme law of the
land that empowers you to transform Machakos. It is a document that gives you
the authority to be of immense value to your electorate. Stop the cry-baby
politics and start a new era of purposeful leadership.
You are not
"toothless dogs." You are entrusted with the sovereign power of the
people. Your mandate is clearly articulated in the Constitution and the County
Governments Act.
· Legislation:
You are the Lawmakers of Machakos.
The legislative authority of Machakos County
is vested in you, the County Assembly, as per Article 185(1) of the
Constitution. You are not meant to wait for the governor to propose everything.
You have the power to initiate bills that address our county's most pressing
needs.
· Agriculture
& Water: Agriculture and water are devolved functions under the Fourth
Schedule of the Constitution. Machakos has the potential to be a food basket,
but where are the policies? Instead of squabbling over allowances, you should
be legislating. We need a bill that establishes a robust agricultural value
chain for our mangoes, avocados, and macadamia. We need legislation that
creates a warehouse management system to protect our farmers from exploitation
and a framework for production subsidies to boost output. We also need laws to
enhance extension and advisory services, connecting our farmers to modern
farming techniques. The Machakos County Water and Sanitation Act and other
policies exist, but are you holding the executive accountable for their
implementation? You can legislate for the creation of new water sources, not
just wait for the governor to build dams.
· Oversight:
You are the Auditors of Public Funds.
Article 185(3) gives you the solemn duty to
exercise oversight over the county executive and all its organs. This is your
most powerful check on the governor's power. Are you using it?
· Budgetary
Control: You have the final say on the county budget and expenditure, according
to Article 207. Stop being a rubber stamp! Scrutinize every line item. If a
ward is being neglected, you have the power to reallocate funds. Demand that
the budget prioritizes water projects, market infrastructure, and urban
planning. This is how you deliver value to the electorate.
· Vetting
and Accountability: The County Governments Act empowers you to vet and approve
all nominees for county public office. You have the power to reject unqualified
or corrupt nominees. This is your chance to weed out cronies and political
loyalists and ensure that only competent professionals serve the people of
Machakos.
· Representation:
You are the Voice of the People.
Article 196(1) mandates that you facilitate
public participation in the county's legislative and other processes. Are you
holding regular forums in your wards? Are you listening to the people of Matuu,
Tala, and Masii?
· Urban
Planning: The lack of planning in our fast-growing urban centers is a ticking
time bomb. Matuu, Tala, and Masii are ballooning with a population that lacks
proper service delivery. Where are the legislative frameworks for their future
expansion? Where are the bills on proper drainage, waste management, and
zoning? This is your role, not the governor's. You can initiate a bill to guide
urban development and ensure that the ever-growing population gets the services
they deserve.
Voters in Machakos are
tired of MCAs who are only visible during campaigns and who then disappear into
the shadows of party loyalty. We are tired of the constant political theatrics
and the "we are fighting the governor" narrative. We need to see you
use the law to deliver tangible results.
So, to the MCAs of
Machakos, rise up. Stop playing second fiddle to governors and MPs. Your
mandate is independent, powerful, and constitutionally guaranteed. The power to
transform Machakos is in your hands, but only if you choose to wield it, not as
hand-clappers or political operatives, but as true leaders and representatives
of the people. Our voters deserve proper value for their money. It's
time to deliver.
